In Rwandan culture, it is expected that the youngest of the two people engaged in greetings greets the oldest first. When you meet a leader (although younger to you) you should greet him first. In both situations you should use only one-on-one form of greetings with respect "mu". Example: If Gasana (16 years) greets Mugema (50 years), he will say “muraho”because he respects Mugema who is older than him.
